Is it true that the city of Bakersfield,CA (pop 300000) is NOT recycling? Please tell me it’s not true

Here in Los Angeles (pop 3M) people do the 3 trashcans (black - trash, green - leaves, blue - recyclables) which really reduces the envt fooprint of the large city
It’s true these trucks eat gas and pollute, but they upgraded them here, so no more black smoke
